About TOP COP Hawaii

Recognizing Excellence in Law Enforcement and Security in Hawaii Since 1984

TOP COP Hawaii is a non-profit organization dedicated to advancing public safety by awarding scholarships to students pursuing degrees in Criminal Justice and by recognizing excellence in law enforcement and professional security. Each October, TOP COP Hawaii hosts its annual Awards Ceremony, where scholarships are presented to deserving high school seniors and college students, and TOP COP Awards are given to outstanding individuals from our military, federal, state, city, and county law enforcement and security agencies for exceptional service over the past year. In addition to these awards, the following four distinguished honors are presented:

Randall “Randy” Mack Award

Awarded to an individual who has demonstrated outstanding service, leadership, or support benefiting the fields of law enforcement, emergency management, private security, or criminal justice in the State of Hawaii. The recipient must have made a meaningful and sustained contribution over a period of at least five years.

Donald “Don” Devaney Award

Awarded to a local, federal, or military law enforcement or emergency management organization that has exhibited excellence in programming, innovation, or operational effectiveness. Areas of consideration include crime prevention, drug awareness, youth outreach, officer training, forensic advancements, public safety initiatives, and community policing. Recognized programs must demonstrate measurable success within a one-year period and reflect balance, innovation, community engagement, and cost effectiveness.

Outstanding Association Award

Awarded to a private security, safety organization, or a professional association that has shown exceptional initiative or innovation in promoting crime prevention, enhancing public safety, raising community awareness, or improving security preparedness in Hawaii.

Lifetime Achievement Award

Awarded to an individual whose career reflects a long-standing commitment to excellence in law enforcement, emergency management, private security, or criminal justice. This honor celebrates a legacy of service, leadership, and lasting impact on the community.
