About Top Cop Hawaii

Recognizing Excellence in Law Enforcement and Security in Hawaii Since 1984

Each year, The Law Enforcement and Security Coalition of Hawaii honors and pays special tribute to individuals from local, state, federal, and military law enforcement and security professionals who have exhibited outstanding professionalism, dedication, heroism, and community service during the preceding year.

Individuals nominated by their respective organization are recognized at the event with the TOP COP award. The awardee and their guest receives complimentary admission to the event.

These TOP COPs are recognized along with recipients of the four major awards presented by the Coalition. These awards include:

Awarded to an individual for outstanding service, support, assistance or activity that has benefited the fields of law enforcement, emergency management, private security, or criminal justice. The individual must have made a significant contribution for a period of at least five years in the State of Hawaii.

Awarded to an outstanding local, federal or military law enforcement or emergency management organization in the State of Hawaii. Factors that are considered include: changes or establishment of programs in crime prevention, drug awareness, youth gang suppression, public safety, officer training, laboratory procedures, community policing, innovations, readiness, and the application of contemporary technology.

Awarded to a private security/safety organization or a local security/safety professional association demonstrating the greatest initiative and/or innovativeness in promoting law enforcement, security and safety in the State of Hawaii. Factors that are considered include: contributions made to crime prevention, public safety, community awareness and readiness.

Awarded to an individual for outstanding service, support, assistance or activity as a lifetime career benefiting the fields of law enforcement, emergency management, private security, or criminal justice.

The Law Enforcement and Security Coalition of Hawaii continues to recognize our TOP COPs through the Law Enforcement and Security Awards Banquet year after year and is proudly represented by the following organizations:


The Hawaii Joint Police Association (HJPA) is a nonpartisan group formally established in 1967 representing Military, Federal, State, City and County law enforcement agencies as well as private security and private investigation agencies.  The TOP COP awards were originally established by the HJPA to be the source of recognition of our deserving law enforcement and private security professionals.

The Hawaii Hotel & Visitor Industry Security Association (HHVISA) is a non-profit organization of security professionals in hotel, condo, retail, guard services and other tourist related industry businesses partnering with Law Enforcement and Emergency Management professionals. This association shares cross jurisdictional information to identify, disrupt, and apprehend criminals affecting Hawaii Hotel and Visitor Industry.

ASIS International is the world’s foremost association for security management professionals and is the recognized leader advancing security worldwide.  ASIS Hawaii Chapter 134 furthers this mission and promotes excellence and leadership within the security profession in the State of Hawaii.

The International Association of Healthcare Security and Safety (IAHSS) is an organization solely dedicated to security and safety professionals in our healthcare facilities.  The IAHSS has educated and served our healthcare security, law enforcement and emergency management leaders and has certified thousands of members who keep our healthcare facilities, patients, staff and visitors safe and secure.

Bob Flating Scholarship

Each year, ASIS International Hawaii Chapter and Cindy Flating award the Bob Flating Scholarship to an individual who is pursuing a degree in law enforcement or security.  Bob Flating spent a career in retail security in Hawaii and will always be remembered for his contribution to the security industry, his coworkers and friends.  Anyone interested in applying for this opportunity should download the application and follow the directions.  All applications will be considered and applicants will be contacted accordingly.
